Today, the country is divided on whether or not the federal government should deliver regulations covering social provisions. ...The United States has a long tradition of welfare programs starting in the early days of the new republic in 1776. Payments to the poor, to civil war veterans, or to those who were "unable to work due to their age or physical health" were common. Attempts to reform the law helping the poor and unemployed to get work have a long history, as do the fights against abuses of the same system.”
