“The need of black conservatives to gain the respect of their white peers deeply shapes certain elements of their conservatism. In this regard, they simply want what most people want, to be judged by the quality of their skills, not by the color of their skin. But the black conservatives overlook the fact that affirmative action policies were political responses to the pervasive refusal of most white Americans to judge black Americans on that basis.”

“Simply put, white cops are afraid of black men. We don’t talk about it, we pretend it doesn’t exist, we claim “color blindness,” we say white officers treat black men the same way they treat white men. But that’s a lie. In fact, the bigger, the darker the black man the greater the fear. The African-American community knows this. Hell, most whites know it. Yet, even though it’s a central, if not the defining ingredient in the makeup of police racism, white cops won’t admit it to themselves, or to others.”

“People are continually pointing out to me the wretchedness of white people in order to console me for the wretchedness of blacks. But an itemized account of the American failure does not console me and it should not console anyone else. That hundreds of thousands of white people are living, in effect, no better than the "niggers" is not a fact to be regarded with complacency. The social and moral bankruptcy suggested by this fact is of the bitterest, most terrifying kind.”

“My aim is not to provide excuses for black behavior or to absolve blacks of personal responsibility. But when the new black conservatives accent black behavior and responsibility in such a way that the cultural realities of black people are ignored, they are playing a deceptive and dangerous intellectual game with the lives and fortunes of disadvantaged people. We indeed must criticize and condemn immoral acts of black people, but we must do so cognizant of the circumstances into which people are born and under which they live. By overlooking these circumstances, the new black conservatives fall into the trap of blaming black poor people for their predicament. It is imperative to steer a course between the Scylla of environmental determinism and the Charybdis of a blaming-the-victims perspective.”

“Overt bigotry, Jim Crow laws and policies, government-mandated discrimination, and the belief in black inferiority have virtually disappeared. Laissez-faire racism, instead, involves persistent negative stereotyping of African Americans, a tendency to blame blacks for their own conditions, appeals to meritocracy, and resistance to meaningful policy efforts to ameliorate America’s racist social conditions and institutions. Government is formally race neutral and committed to antidiscrimination, and most white Americans prefer a more volitional and cultural, as opposed to inherent and biological, interpretation of blacks’ disadvantage status.”

“The American white relegates the black to the rank of shoeshine boy; and he concludes from this that the black is good for nothing but shining shoes.”
