Yet with respect to what consumers want most urgently—the prevention of hardcore crime (i.e., crimes with victims), the apprehension and effective punishment of hard-core criminals, the recovery of loot, and the securement of compensation of victims of crimes from the aggressors—the police are notoriously inefficient, in spite of ever higher budget allocations.”
