“This bicovenantal nature of God’s plan for redemption is important in theonomy’s argument that there is one moral law revelaed in Scripture and this one moral law governs all men. Theonomy makes a clear distinction between the moral law and ceremonial aspects of God’s law. This distinction is *covenantal* in nature, and explains how theonomy maintains basic continuity in biblical ethics from the Old to New Testaments, while advocating discontinuity between the Testaments in terms of ceremonies, certain aspects of public worship, and other select forms of covenant life.”
“Do the standards of God’s moral law vary from time to time or from place to place? Does the New Testament abrogate the moral precepts of the Old Testament and establish new principles for regulating man’s conduct? The answer to both of these questions is no. God’s moral law remains constant from creation to consummation (and forever after), and governs all men, even to the uttermost parts of the earth. How could it be otherwise?”
“The bicovenantal structure of the promise and administrative covenants provides the key for understanding the unity and diversity in God's covenantal dealings with men. Unity and continuity are founded on the promise covenants that secure it. The elements of diversity and discontinuity are found in the administrative covenants. But as explained [earlier], the discontinuity [within the administrative covenants] is not theological or ethical, but ceremonial and typological. The law of God, in terms of its ethical demands, does not pass away, nor is it abolished by a new administrative covenant.”
“Though we have clear and full scriptures in the New Testament for abolishing the Ceremonial law, yet we nowhere read in all the new Testament of the abolishing of the Judicial law, so far as it did concern the punishing of sins against the Moral law, of which Heresy and seducing of souls is one, and a great one. Once God did reveal his will for punishing those sins by such and such punishments. He who will hold that the Christian Magistrate is not bound to inflict such punishments for such sins, is bound to prove that those former laws of God are abolished, and to shew some scripture for it.”
“Our increasingly humanistic laws, courts and legislators are giving us a new morality. They tell us, as they strike down laws resting upon biblical foundations, that morality cannot be legislated, but what they offer is not only legislated morality, but salvation by law.”
“All rational knowledge is either material, and concerns some objects, or formal, and is occupied only with the form of understanding and reason itself and with the universal rules of thinking, without regard to distinctions among objects. formal philosophy is called logic. Material philosophy, however, which has to do with definite object objects and the laws to which they are subject, is divided into two parts. This is because these laws are either laws of nature or laws of freedom. The science of the former is called physics, and that of the latter ethics. The former is also called theory of nature and the latter theory of morals.”
